Is DeSmuME still being developed?
What is DeSmuME?
DeSmuME is an open source, freeware Nintendo DS emulator that was originally created by YopYop156.
DeSmuME stands for "D esktop S emulator M onitor & E mulator", which is a pretty self-explanatory name. The software uses plug-ins to emulate the graphics, sound, and other aspects of the Nintendo DS so it can be played on the PC with a gamepad or keyboard.
It is written in C++ and has both Windows and Linux versions available.

DeSmuME is still being developed. However, this does not mean that it's being developed in the same way as it was before. There are now multiple developers working on the project and they are all focused on different tasks.
What are these new tasks? Well, the current focus of the project is to make DeSmuME available for Mac OS X devices. It's also important to note that currently there are no plans to release a new version of the emulator for Windows operating systems. There may be one in the future but it won't happen right now because there isn't enough time or manpower to do so.
